Can someone tell me if i can put chapters in VCD's and which program lets you?

Each chapter has to be its own MPG file. Use TMPEG to split / edit / filter / encode stuff.

Obtain Nero. It will allow you to burn things as chapters. It even lets you add menus and such.

I've never actually played with all the settings, but I know the options are all there.

Nero is good for VCD's... I only burn skateboard movies, but it works well for that
